The Preparation of an Application

On 26  March 2019, the Minister of Science and Higher Education, Deputy Prime Minister – Jarosław Gowin announced recruitment for the first “Inicjatywa Doskonałości – Uczelnia Badawcza” (Excellence Initiative – Research University) contest. The University of Wroclaw is taking part in this contest, among 19 other universities. Universities had to meet the quality criteria for the research conducted so far. According to the law that introduces the Law on Higher Education and Science, at least half of the former university departments must have had category A, or A+ in the recent evaluation of the quality of the studies (Art. 305). None of the universities can have a negative opinion from the Polish Accreditation Commission. Besides our university, in this contest took part 19 other universities, including, seven standard universities (University of Gdansk, Jagiellonian University, University of Łódź, University of Warsaw, Univ. of Silesia in Katowice, Adam Mickiewicz University in Poznań, Nicolaus Copernicus University in Toruń), four medical universities (in Białystok, Gdańsk, Łódź, and Poznań.), five universities of science and technology (in Gdańsk, Łódź, Warsaw, Wrocław, and University of Silesia in Katowice), two specialized universities (Wrocław University of Environmental and Life Sciences, and Pedagogical University of Cracow), and AGH University of Science and Technology.

From 9 to 12 April his Magnificence Rector, working together with the deans of all the faculties, appointed a broad advisory board, who was to offer a way of working on the application prepared on behalf of the university. The team consists of dr hab. Dariusz Adamski professor of the University of Wroclaw (Faculty of Law, Administration and Economics), dr hab. Maciej Kryza, professor of the University of Wroclaw (Faculty of Earth Sciences and Environmental Management), dr hab. Tomasz Kalisz, professor of the University of Wroclaw  (Faculty of Law and Administration), dr Wojciech Małecki (Faculty of Philology), mgr Krzysztof Małys (deputy chancellor), dr hab. Patrycja Matusz, professor of the University of Wroclaw  (Faculty of Social Sciences), prof. dr hab. Jerzy Marcinkowski (Faculty of Mathematics and Computer Science), dr hab. Dorota Nowak, professor of the University of Wroclaw (Faculty of Biotechnology), dr hab. Roman Opiłowski (Faculty of Philology), mgr Emilia Wilanowska (Foreign Projects Office), and prof. dr hab. Przemysław Wiszewski (Faculty of Historical and Pedagogical Sciences), as the chairman of the team. The team members were appointed in such a way that  various research fields could be represented. Every member had experience in obtaining external funds, publishing in prestigious foreign journals, and participating in administrative work, focusing on essential issues for research development at the university. That choice allowed us to profit from our experiences, and present the most important boundaries in the development in our community. We worked together, having the Rector’s active support, and without any pressure from him. This feature has to be strongly emphasized, because the project was created thanks to the joint work of the team, and for that reason, it can be called a community project. This project reflects our needs, our ills; it supports us everywhere we need it the most.

Our application has 230 pages, and consists of a SWOT analysis, implementation plan, tasks list, and schedule for their implementation. During the work on the application,we tried to take the perspective of the whole university, leaving particular interests of the individual fields of study, faculties and institutes apart. From the beginning, the contest rules and the form of the application showed that this project supports primarily research in science and life and earth sciences. However, the humanities and social sciences were also included, which we attempt to fully use in our application. One of the main aspects of this contest imposed by the rules was to distinguish research areas in which the university nowadays successfully achieves outstanding results which allow it to undertake discourse in the world’s academia.
